0:43 pilot project or a complete supervisory plan

0:47 is being launched in Jammu and Kashmir

0:50 because drugs are no longer just a social problem in and around the bordering

0:55 state but now they are becoming a weapon of war in Jammu and Kashmir.

1:00 The authorities are now warning of a dangerous nexus between the drug uh dealers

1:07 and the terrorists and the drug money is

1:10 not just destroying lives in Jammu and Kashmir.

1:13 Now they are threatening the national security as well.

1:17 Now this agenda that had already ruined a bordering state of Punjab now

1:24 the terrorists are using the same modus operandi in Jammu and Kashmir as well.

1:29 Previously the political analysts have seen that drug

1:35 is usually seen as the first step to harbor terrorism in a state wherein

1:41 the illicit money can be used to fuel terrorism.

1:45 But now in Jammu and Kashmir after fueling insurgency for decades Pakistan

1:51 is now coming up with a new experiment in this bordering state.

1:57 But the administration, the local administration as well as the legislaturators

2:02 are now behind them and they have decided

2:05 to come up with a three-year policy to contain

2:08 this uh menace at the earliest because in Jammu

2:12 and Kashmir the officials have now flagged that there

2:15 is a direct link between the narcotics network

2:18 and terrorism and now turning this drug trafficking

2:22 into what many now call this is terrorism in disguise.

2:26 So recently a new front proxy warfare has been launched.

2:31 Jammu and Kashmir governor Mano Sina has identified

2:34 this nexus and they says that it is no longer just a social issue but a tool

2:41 of proxy warfare against the security of the country.

2:46 Now along with this they say the terrorist and the drug

2:49 dealers share the common goal of disrupting the country's peace,

2:54 unity and security and the proceeds of drug

2:58 trade are used to fuel terrorism against India.

3:02 Now we can see uh the local administration

3:05 has now understood that after the operations being conducted

3:10 by the security forces and the tightering of grip around

3:14 the terror funding the terrorists are now using this way.

3:18 The Pakistan is now using this method to fuel terrorism into Kashmir by now

3:24 targeting the biggest asset of the country which is the youth of the country.

3:28 Now this narot terrorism has got multiple facets.

3:32 Okay.

3:32 And if we talk about the modus operendi

3:35 the strategic targeting has been at its uh best.

3:39 Now the Pakistani based handlers are systematically

3:43 using drugs to dry Jammu and Kashmir.

3:47 Now they are targeting the youth.

3:49 Okay.

3:49 For decades Pakistan had used the youth

3:52 and they had radicalized the youth against India.

3:55 But now since the after the establishment

3:58 of democratically elected government okay and the local

4:02 leaders also understanding that Pakistan has not

4:07 supported Kashmir instead they have just exploited Kashmir.

4:11 So Pakistan are now targeting the so-called assets.

4:15 Okay.

4:16 The so-called according to uh Pakistanis they

4:19 are the loose targets and according to them

4:22 they will bleed Jammu Kashmir dry if the youth is pushed into uh drugs.

4:28 Second is the funding violence.

4:30 Okay.

4:31 So drug money shall be used to directly

4:34 finance the terror activities and to buy the weapons.

4:39 Third is the evolving tactics.

4:41 Okay.

4:41 Smuggling methods include drone incursions.

4:44 Okay.

4:44 Now these methods had previously been used in Punjab as well.

4:49 Wherein at the VRs the drugs are being dropped around the bordering regions

4:54 with the use of drones or with the use of uh some smugglers.

4:59 Okay.

4:59 Wherein all women network is also being used to evade the detection.

5:05 So the women are being used.

5:07 But something which uh the local administration has understood

5:11 quite early is because uh the Pakistan has previously also

5:16 used women and children against the security agencies against

5:21 the state of Jammu and Kashmir as well as the administration.

5:24 So herein the administration has now understood that again the smugglers

5:29 are primarily women and in order to evade a detection they

5:33 are the ones who are smuggling uh drugs into Jammu

5:37 and Kashmir but the government has now declared a zero mercy policy.

5:42 Now they have declared that in the first 22 days of a 100 day

5:46 campaign 518 drug smugglers have been uh

5:50 arrested and 24 properties have already been demolished.

5:55 Okay.

5:56 300 driving licenses have been cancelled and vehicles have also been seized.

6:01 Now the uh bank accounts of the drug peddlers will be frozen.

6:06 Okay.

6:06 The passports will be revoked and their properties will be attached.

6:10 Now herein left governor SA has declared that when

6:14 there is guilt there will be no mercy.

6:17 Drug smugglers will be treated like enemies of the country.

6:20 OKAY.

6:21 SO THIS effectively a multi-pronged strategy

6:24 will be launched against the drug peddlers

6:27 and the ones who are approaching approaching

6:30 this drug terrorism in Jammu and Kashmir.

6:32 Now this modus operandi will be now be implemented for a three-year duration.

6:39 Moreover, the government has also declared that if uh the the the individual

6:47 who is found as a drug addict will be now helped

6:51 encouraged into rehabilitation and post rehabilitation

6:55 the government would supervise the activities

6:57 of the drug addict or the one who was previously associated with them.

7:02 For this the government has now launched a 3P approach.

7:05 Now this 3P approach says disruption, awareness and recovery.

7:11 Okay.

7:12 So they would dismantle, they would disrupt the supply chains.

7:15 Then they would create awareness.

7:17 Grassroot education and community vigilance will be started.

7:21 So on ground workers will be uh appointed and as previously the on ground

7:26 workers have been helping the security agencies as well as the administration

7:31 they will now be used as a as vigilantes against the drug addiction

7:36 as well as the people who are uh promoting drug addiction in this valley.

7:41 Moreover, third is recovery.

7:44 the rehabilitation with dignity and care of addicts will be

7:48 launched so that they are not made a social neglect.

7:51 So the government is now targeting that uh radicalizing the people

7:56 in that in the bordering state of Jammu and Kashmir has always been easy

8:01 and the people the people who are slightly against the administration have

8:05 been easy targets of Jammu and Kashmir has been easy targets for Pakistan.

8:10 But now the administration is working on a very thin

8:14 line and the administration has understood that in case the government

8:19 acts in a uh unplanned manner the there are high chances

8:24 that the strategy or the situation may go out of control.

8:28 So left governor Mano Sina has now decided

8:32 to launch a collective fight a jal andulan.

8:35 Now according to him a public participation is very very necessary and public

8:42 participation will be the unshakable force against this uh drug based terrorism.

8:46 Religious uh leaders, teachers and citizens would be urged to the to be

8:53 the administration's eyes and ears in this region.

8:55 Clear.

8:56 Along with this now Governor Sa says that there will be

9:00 very strict action that would be taken against the drug peddlers.

9:04 So as in this threeyear policy in this three-year

9:07 supervisory policy the administration has now decided

9:11 that in case somebody is found somebody uh would be uh once the issue is once

9:21 uh the conviction is carried out the individual

9:24 will not made to be uh to to enjoy his or her life as an individual

9:31 as a respective cit respected citizen of the Right?

9:34 In this situation, first and foremost, the bank accounts will be frozen.

9:38 Okay?

9:39 Secondly, the uh driving licenses will be cancelled, passports will be revoked.

9:44 And in case a vehicle has been registered in the name of the convicted,

9:48 then the registration of the vehicle shall also be canceled.

9:51 Clear?

9:52 So the government has now decided to break the backbone of any

9:56 individual who will be found pedalling drugs into Jammu and Kashmir.

10:01 So this fight against narot terrorism is not just a law and order problem.

10:06 It is a strategic imperative for the safeguarding of national security.

10:12 Jammu and Kashmir has now decided to put

10:16 a complete stop on the narcotic supply in this region

10:20 and they would try to break the economic

10:23 backbone of whatever the terror network would be establishing.

10:27 Yeah, a united effort will be created and the aim will be to reclaim the future

10:33 and secure the drug-free society which may uh

10:38 give an irreparable damage to the entire state.

10:42 So in this situation they are not leaving

10:44 any stone unturned wherein this nexus would be broken.

10:49 Moreover, in this situation,

10:51 the narcotics dealers as well as uh the terrorists who

10:55 are already a challenge for national uh nation's internal security.

11:00 Now they have decided that whosoever will be

11:03 found will be treated at the as the uh

11:07 enemy of the state and all strict action will be taken against them.

11:12 So the decision has been a very very uh useful decision

11:17 and in the early months itself the results are coming clear.

11:22 So the government has is now ensuring [snorts] that the narcotics

11:28 will no longer just be illegal but the specimen or the examples

11:34 would be set before the society that if anyone is found

11:37 indulging in such activities would also be punished very very severely.
